Mashroat Methodology

Mashroat aims to contribute in raising the efficiency and quality of project execution and facilities management in public entities through developing a scientific and practical methodology for project and facilities management, to support these entities in applying international best practices and setting their performance, in addition to achieving a comprehensive transformation in project and facilities management, so as to transfer this field from being a field that stems from individual-based knowledge to creating an institutional-based knowledge that relies on national and international experiences. Mashroat has translated these experiences into manuals, models and procedures that serve as a reference for the governance of government projects in the Kingdom of Saudi Arabia. To optimize the benefit of Mashroat’s methodology, Mashroat is working on enabling public entities and restructuring their projects and facilities departments, to be able to apply the methodology and meet its requirements, as well as to find criteria that guide decisions related to their project and facilities management, and to build human capabilities working in project and facilities management based on national and international experiences in this field.

Knowledge Area

Mashroat is working on preparing its own sources of knowledge which are available for the first time in the Kingdom at such detailed level with the ability to disseminate and tailor them as per the need of the project or entity. These sources include, up to date, “National Manual for project management”, a manual in the field of project management that outlines in details the project life cycle from start to completion. It also contains ready for use procedures and templates, in addition to “Project Stage Gates”, an organized methodology that determines: the main stages of a project, the stage keeper and the expected deliverables. While Mashroat is continuously developing these sources with the latest technical details that support the needs of public entities in the Kingdom, it is also working on preparing a new manual for public assets and facilities management, to be a point of reference in the field of O&M.

Knowledge and Capabilities Building Department

Knowledge and Capabilities Building Department is responsible for building national human capabilities working in project and facilities management sector and qualifying them to be a reliable national power that creates an impact in the comprehensive transformation of this sector so as to raise the level of its capabilities and deliverables. To fulfill this role; the department focuses on working in two parallel paths, one in building a national capability within Mashroat and enable such capability to supervise the transformation of public entities, and the other is to build human capabilities in public entities to enable them to be part of this transformation through performance that is driven by excellence and professionalism, and to deliver high quality and sustainable results.

What is project stage gate?

It is a roadmap of the project life cycle divided into eight stages upon which each stage showcases the main deliverables that need to be completed before progressing to the next stage.

What is the purpose of stage gate process?

Stage gate process supports project managers to systematically manage and control their project, regularly progress from one stage into another and verify that the requirements of each stage are met before moving on to the next stage. It also defines key roles and responsibilities of each stage along with the related supporting documents indicated in the National Manual (White Book).
